For maintenance of successful activity of the Center of electromagnetic compatibility the System of the Quality management is developed, documentary issued, introduced and according to requirements of international standard ISO 9001:2008 is supported in working order. In connection with improvement of system of management quality introduced on the basis of the international standards IS ISO 9001:2008 at the enterprise it lead a number of work.
Considering that, the prepared personnel - the requirement of ISO 9000standards and training of employees is an obligatory stage of SQM creation, and also considering that the personnel of the enterprise is both a component, and the developer, and SQM user and knowing, that without the trained personnel it is impossible neither to develop, nor to introduce, neither to support, nor to develop system, CEMC Administration paid big attention to training of the personnel. As it has been planned, for this period base curriculums of employees CEMC on training courses were carried out: «Introduction in IS ISO series 9000» and a curriculum on the basis of standard ISO 9001, and also rates «Internal audit».
SUE CEMC Administration, considering organizational structure, specificity of activity and interaction of structural divisions has defined the scheme of management of system of quality management in which interaction between structural divisions of SUE CEMC and SQM processes is evidently presented. During process of development and introduction SQM all CEMC employees actively participated, and each of them has brought the contribution in SQM of CEMC. CEMC collective has proved to be one big rallied team and in a full degree applied the skill of work with documents, records, realizing exclusive importance of achievement of quality.
As a result at SQM creation separately taken industrial and auxiliary departments have received a target orientation on quality, according to applied methods of management, on results of strategic planning, without dependence from a condition of internal or external destabilizing factors. The developed system of a quality management is a basis for development and constant improvement of all processes of SUE CEMC with the purpose:
? to increase customers’ satisfaction by given services;
? to order interaction between departments and regional divisions, differentiations and definitions of the responsibility of the various divisions participating in one (under) process;
? to order work with the personnel;
? to establish system of early detection and correction of discrepancies, and also their duly prevention in SUE SEMC;
? to achieve a transparency of activity of SUE CEMC by application of the process approach and ordering of work with the documentation and records.
According to requirements of ISO 9001:2000 standards at SQM introduction in SUE CEMC:
? Their application, logic sequence and interaction are certain and established necessary for SQM SUE CEMC (under) processes. The scheme of interaction (under) processes, the basic points of inputs and outputs;
? Heads are appointed, the status and importance (under)?(under) processes processes by distribution of the basic requirements of ISO 9001:2000 standard between (under) processes and the basic SQM procedures, describing data (under) process are certain.
The enterprise Administration, considering structure, specificity of activity and interaction of divisions, has established basic SQM processes: Established SQM processes are documented, thus, and in that degree to prevent occurrence of inappropriate service and to reach satisfaction of the consumer. Methods of their monitoring are applied to performance of the given problem and confirmation of productivity of processes in SUE CEMC, i.e. management, devoted to the analysis to SQM functioning, where measurements are carried put weekly by head of CEMC and monthly meetings of the representative. In case of when process does not reach the planned results, updating and correcting actions are undertaken.
Thus, maintenance of productive functioning of the basic processes is reached due to planning activity on process, effective realization of process, carrying out of monitoring and measurements, the analysis of activity of process, carrying out of correcting and warning actions by results of the analysis. That is main principle of SQM is carried out - plan - do – check - correct.
The responsibility for performance of the above-stated stages is carried by heads of processes.
All data on SQM processes, Entrance and target data, criteria and methods of an estimation of (under) processes, applied at monitoring of (under) processes, are certain in internal SQM documentation.
Now there are 39 internal normative documents that enterprise developed in CEMC. Functions of departments (services) and regional divisions, the description of interaction with other divisions are stated in Regulations about divisions and «Regulations about the order of interaction of departments and services of SUE CEMC».
During 8, 10, and 11th of May, 2007 the body on certification «SGS Tashkent Ltd» carried out certified audit of system of a quality management on demand of IS ISO 9001:2000.
With the purpose of expansion of area of SQM distribution the decision a management to introduce system in Samarkand STRC, and then in the Republic of Karakalpakstan CEMS was accepted.
Experience of SQM introduction in management personnel of SUE CEMC has shown, that longer period of development and introduction helps to understand and appreciate more deeply importance of introduction of SQM and enables to show the best results.
Undoubtedly, important role full observance of all 8 principles of system of a quality management also has played: leadership of Administration, orientation to the consumer, an involvement of all personnel, the process approach, the system approach to management, constant improvement, decision made on the basis of facts.
Audit in SQM is the lever for constant improvement; therefore 2 times a year internal audit is carried out in CEMC.
Results of audit is showed in reports and in meetings of Administration representative where the plan of correcting (warning) actions on elimination of the revealed discrepancies or on improvement of working system is coordinated and affirms is considered.
One of criteria of definition of efficiency of SQM functioning is performance of the Purposes in the field of quality.
As result of the analysis shows, to the Purpose in the field of quality which performance planned for 2009, are executed.
The system of quality management continuous perfection with the purpose of improvement of all kinds of the activity that demands improvement. Among a number of successes, there are also our weaknesses which demands improvement and SQM helps us to overcome them.
To me it is very pleasant as the Representative of administration on quality to speak about how the enterprise collective understands that SQM under requirements of ISO 9001 demands performance of the established normative requirements. Each employee of collective is involved during improvement of system of a quality management.
