On January 19, the meeting of the Cabinet of Ministers of the Republic of Uzbekistan, devoted to the results of socio-economic development of the republic in 2011 and the priorities for sustainable economic development in 2012 was held. The President of the republic of Uzbekistan Islam Karimov made a speech at the meeting In the speech of the head of the state there were noted that as a result of the consistent implementation of universally recognized in the world own "Uzbek model" of development and the priority directions adopted the Concept of the further deepening of democratic reforms and the formation of civil society in the country, in spite of ongoing crisis in the global economy, the sustainable high rates of growth and macroeconomic balance in the economy have been provided.
It was emphasized that the effectiveness of the reforms and the anti-crisis measures undertaken in the country are highly appreciated by the authoritative international financial and economic institutions, including the International Monetary Fund, World Bank, Asian Development Bank. For example, in the statement of IMF mission that visited our country in November 2011, it was noted that Uzbekistan has achieved dynamic growth and managed with the global financial crisis well, and it was given a positive forecast on maintaining the high economic growth in the medium term.
On the results of 2011 the growth of gross domestic product was 8.3 per cent, the volume of industrial production - 6.3 per cent, agriculture - 6,6 per cent, paid services - 16,1 per cent. The state budget was executed with a surplus of 0.4 per cent of GDP. Inflation has not exceeded the established prognostic indicator.
The purposeful work on realization in the full volume of the competitive advantages of domestic exporting enterprises, diversification of export structure and actively develop the new outside markets in 2011 has provided the increase of export volumes by 15.4 per cent, the significant amount of positive foreign trade balance and the increase of gold reserves of the country.
The continuing of implementation the complex measures for the further deepen of reforming the financial and banking system and improve its financial stability ensures to save the high capital adequacy of the banking system of the republic and the expansion the size of crediting. During the year, the assets of banks increased by 32.4 per cent. The forecast of a stable and positive development of the commercial banks of Uzbekistan also is confirmed by the leading international rating agencies. Implementation of active investment policy and realization the priority investment projects on modernization, technical and technological re-equipment the most important sectors of the economy, development of transport and communications infrastructure allowed to increase the volume of assimilated investments by 11.2 per cent. 1006 new production capacity was introduced, 144 big investment projects was completed.
The systematic work on the complex construction of new residential areas and the creation of modern infrastructure in rural areas was being continued. In 156 rural districts at the expanses of privilege loans the Bank "Qishloq Qurilish bank" in 2011 there were constructed 7.4 thousand houses on standard designs.
The large scale work carried out under the State program "the Year of small business and private entrepreneurship" on formation the most favorable business environment for development small business and private entrepreneurship helped to increase the share of small businesses in gross domestic product in 2011 up to 54 per cent, in comparison with 52.5 per cent in 2010. The taken measures on undoubtedly implementation of the parameters of the Programme for creation jobs and increasing employment in 2011 provided to creation about 1 million jobs, more than 68 per cent from them are in rural area. In his report the President of the country in detail and comprehensively reviewed the available unsolved problems and explained in detail the programme tasks on implementation of the most important priorities and areas of socio-economic development for 2012. For the heads of ministries, agencies, business associations and executive bodies there were set the tasks on formulation and implementation the complex measures to ensure the maintenance of high and sustainable rates of economic growth, further strengthening macroeconomic stability and competitiveness of the economy through successive reforms, deepening structural transformation and diversification of the economy, accelerated development of new high-tech industries, accelerating the process of modernization and technological upgrade of existing facilities. The concrete measures to provide the rapid development of transport and engineering infrastructure, resettlement of the indigenous villages and rural housing development, effectively addressing the issues of job creation and on this basis, employment and welfare are defined.
Special attention was paid to the necessity to implement the programme measures for the achievement the aims defined for the current year in conjunction with the announcement of this year “The year of the Family, including the increasing of importance a family in the future development of the intellectual basis of society, strengthening attention and care from the state and society in solving the problem of increasing material well-being of each family.
On the issues of the agenda there were made the speeches by the heads of ministries, agencies, organizations, and territories of the republic. On the results of discussed issues at the meeting of the republic's government there were accepted the decision, which identifies practical measures to ensure implementation of the major priorities of socio-economic development in 2012.
