Another training session was held at the SEMS SUE

On October 23rd of this year, another legal training hour was held via the "ZOOM" platform for employees of the central office of the "Electromagnetic Compatibility Center" State Unitary Enterprise, the Electromagnetic Compatibility Services of the Republic of Karakalpakstan and regions.

 

During the training hour, the leading specialist in antimonopoly compliance, V.L. Guseynov, spoke and spoke in detail about the fight against corruption crimes in the Republic of Uzbekistan in 2024.

 

In 2024, 7,354 people were punished for corruption crimes in Uzbekistan, which is 12.5% more than last year. The damage from corruption has doubled - 2.8 trillion soums. Andijan region leads in the number of convicts and losses. The largest number of convicts are in the education and healthcare sectors.

 

In Uzbekistan, an increase in the number of corruption crimes and damage to state interests was revealed in 2024. This information was noted in the National Report on Combating Corruption, which was reviewed by the Legislative Chamber of the Oliy Majlis on September 16, 2025.

For 4,649 corruption crimes last year.

7354 people were held accountable. The number of convicts increased by 12.5% compared to 2023 (6535), and the number of such crimes increased by 12.6% (4128).

The damage caused to state interests by corruption amounted to 2.81 trillion soums (2023 - 1.4 trillion soums, 2022 - 2.04 trillion soums).

The largest losses came from the following regions: Andijan region - 680 billion soums (was 243 billion), Tashkent city - 332 billion soums (was 132 billion), Namangan region - 308 billion soums (was 194 billion), and Syrdarya region - 289 billion soums.

After a decline in 2023, most categories of corruption crimes increased last year:

embezzlement or misappropriation - from 3587 to 4189 (+16.8%),

Fraud - from 935 to 1191 (+27.4%),

bribery - from 142 to 187 (+31.7%),

bribery - from 1009 to 1086 (+7.6%),

official forgery - from 101 to 106 (+4.9%),

abuse of power or official authority - reduced from 200 to 188 (-6%).

In 2024, 123 cases related to employment, 292 cases related to bank loan issuance, and 640 cases related to the use of budget funds were identified.

The largest number of corruption crimes by region:

Andijan region 882, Samarkand region 643, Samarkand region 643, Tashkent region 697, Kashkadarya region 695.

In most regions, an increase in the number of convicts has been recorded. This growth was especially noticeable in Samarkand region (+73%), Karakalpakstan (+52%) and Tashkent city (+31%). A decrease was observed in Kashkadarya (-14.5%), Andijan (-9.2%), and Fergana (-2.5%) regions.

(from 474 to 654) and in healthcare (299 to 342). For comparison, the number of convicted bankers has decreased from 323 to 271, and the number of local self-government employees has decreased from 250 to 106.

Uzbekistan ranked 121st out of 180 countries in Transparency International's Corruption Perception Index for 2024, falling one position below the 2023 ranking.

Also, during the speech, V.L.Guseynov provided information on the progress of the implementation of the Program of Measures to Reduce the Risk of Violation of Competition and Consumer Rights Protection Legislation in the SUE "SEMS."

In accordance with the Laws "On Competition," "On State Procurement," "On Protection of Consumer Rights," the Resolution of the Cabinet of Ministers dated March 2, 2021, No. 1 "On Anti-Monopoly Compliance," in order to ensure their full implementation, the State Unitary Enterprise "SEMS" developed and approved the "Program of Measures to Reduce the Risk of Violation of Competition Legislation and Consumer Protection Legislation for 2025" by order of the Head No. 7-F dated February 25, 2025.

1. The analysis of the implementation of the Anti-Monopoly Measures Program for the 3rd quarter of 2025 showed that after the meetings of the management staff of the SUE "SEMS" and SEMS apparatus, and the critical discussion of the results of work and shortcomings in the implementation of the Program, most heads of departments and services drew appropriate conclusions and demonstrated a responsible attitude towards the implementation of the Order in terms of the implementation of the Anti-Monopoly Measures Program planned for the reporting period, including the organization and conduct of technical training.

At the same time, in some subdivisions, there are still shortcomings that affect the high-quality implementation of the Order and the planned activities stipulated by the Program.

In particular:

The Technical Training Plan for the study of GNP and regulatory legal acts according to the points of the Anti-Monopoly Measures Program has not yet been submitted to the SEMS of Bukhara and Jizzakh regions, despite the fact that this shortcoming was previously noted based on the results of the Program's implementation in the 1st and 2nd quarters.

Technical classes were held regularly within the framework of the Anti-Monopoly Program in the SEMS of the Republic of Karakalpakstan, Surkhandarya, Namangan, Fergana, and Bukhara regions, where 5-7 classes were organized and conducted quarterly with the formalization of protocols.

However, the heads of the SEMS of Khorezm and Samarkand regions conducted only 1-2 technical classes per quarter, which is clearly insufficient, taking into account the specifics of production activities and the need to improve the legal literacy of employees in the field of antimonopoly legislation.

There are still instances of a formal approach to organizing and conducting training, and drawing up protocols based on the results, to which the attention of relevant managers was drawn based on the results of work in the 1st and 2nd quarters of this year. Thus, the topic of the lessons, the purpose of the training, are indicated in a simplified form, the content of the report of the employee conducting the training is absent or briefly stated. This indicates insufficient responsibility for organizing and conducting technical training of responsible employees and weakening of control by the heads of SEMS of Fergana, Surkhandarya, Samarkand, and Bukhara regions.

In order to prevent the occurrence of situations that create prerequisites for violation of the legislation on competition and consumer protection, ensure the unconditional fulfillment of the internal regulatory documents of the SUE "SEMS" and the regulatory legal acts of the Republic of Uzbekistan, the high-quality performance of official duties at all stages of work, including the timely consideration of applications for services in the radio frequency spectrum, incoming appeals from individuals and legal entities;

in the minutes of the technical classes held, the topic and purpose of the classes, as well as the main content of the educational issues being carefully worked out, must be indicated in detail.

In this context, it should be especially noted that based on the results of 2025, a report on the implementation of the Program of Measures, together with the technical training protocols, will be sent to the Antimonopoly Committee, which requires managers and employees responsible for technical training to have a responsible attitude towards this area of activity.

 

 

Also, the leading engineer of the Service for Coordination and Accounting of Radio Frequency Presentations, M.V. Zaitseva, delivered a report on the results of the World Radio Communication Conference - 2023 (WRC-23).

In his report, he spoke in detail about the main issues discussed at the conference, including the effective use of the radio frequency spectrum, the introduction of new generation communication technologies, the regulation of satellite systems, and the decisions made to improve coordination processes in international radio communication services.

He also noted that the results of the World Conference on Radio Communication play an important role in shaping the radio frequency policy in our country, developing national radio communication networks, and improving regulatory and legal documents based on international experience.

He also spoke about the proposals put forward by the representatives of Uzbekistan during the conference, their support from the international community, and the joint work being carried out in this direction.
